Scott Gottlieb ’94, Uncontrolled spread: Why COVID-19 has crushed us and how we can beat the next pandemic (Harper, 2021)

Since March 2020, the news cycle has been riddled with desperation, conflicting information and false theories. Even with vaccines, social distancing and masking, COVID-19 is not going to go away, and the next pandemic could be around the corner. Since our realities have changed so much, it’s difficult to determine where and when exactly the United States (and the world) went wrong in handling the COVID-19 crisis, and what the best steps to take. In his new book Uncontrolled spread: why COVID-19 has crushed us and how we can beat the next pandemic, Doctor and former FDA Commissioner Scott Gottlieb answers everyone’s most pressing questions about the COVID-19 pandemic and consolidates his answers into a strong and cohesive narrative.

Gottlieb offers a way forward that is both promising and urgent, forcing his readers and the US government to be proactive in preventing a future crisis that could be even more devastating than the one we have already experienced. Using historical knowledge, epidemiology, and political science, Gottlieb forms a strong argument that will leave readers with a better understanding of the world we live in and a more urgent mission to improve its future.

Scott Gottlieb is a resident researcher at the American Enterprise Institute. He was the twenty-third commissioner of the US Food and Drug Administrator and is a CNBC contributor and a partner of New Enterprise Associates. He is a member of the board of trustees of Wesleyan University. He is a member of the board of directors of Pfizer Inc. and Illumina, Inc. He lives in Westport, Connecticut.

Paris blue book coverJulie Scolnik ’78, Paris Blue: a memory of a first love (Books Koehler, 2021)

“It was as if a panoramic cinema camera on a sea of faces stopped and focused on just one: a striking young man, in his thirties, sitting at the end of the second row of basses”, writes Julie Scolnik in her new thesis Paris blue, describing the moment when, among the faces of the Orchester de Paris, she first laid eyes on the quiet married Frenchman Luc, whom she would soon fall in love with. At the beginning of the memoirs, Scolnik is an extrovert and curious twenty-year-old Wesleyan student studying the transverse flute in Paris. By the epilogue, the reader traveled twenty-five years with Scolnik and experienced her transformation as she navigated the relationship and several iterations of heartbreak and separation. Through it all, Scolnik’s passion for classical music shines through, and his prose itself is musical and radiant as it unveils its history.

It is a rare pleasure to find a memoir that reads like a novel, and Scolnik’s book can be counted among this elite. The author delivers beautiful prose, a precise memory and a thrilling story that will feverishly leaf readers to find out what happens next. Fans of travel, romance and music will be obsessed.

Julie Scolnik is a concert flautist. She is the founding artistic director of Mistral Music, a series and ensemble that she founded with her husband in 1997. She has released two solo CDs, “Salut d’Amour & Other Songs of Love†and “Bejeweled: Short Concert Gems â€. She lives in Brookline, Massachusetts with her family.

NEW YORK, NY – It all comes down to this. Almost a month after the start of the UEFA European Championship with 24 teams vying for the title, Italy and England will meet on Sunday at 3 p.m. for the final of this prestigious tournament.

Neither team lost a game on the road to the Euro 2020 final – so called because it was scheduled to take place last year but was delayed by the COVID-19 pandemic. Italy beat Spain on penalties and England beat Denmark in extra time in their respective semi-finals.

While England and Italy have a well-documented football history, the two sides were not chosen by many experts to reach the final. The English have not played in an international final since 1966 and have never won a European championship in their long history.

On the other hand, Italy had more chances to win it all at the start of the tournament, but the national team are still coming out of a 2018 World Cup cycle where they failed to qualify for the first time since 1958.

The United States may not be playing in the competition, but New York City has plenty of English and Italian natives and fans whose Sunday kick-off time is circled on their schedules.

Here’s where you can watch the game online and on TV, plus some of the best Italian and English football bars in town to watch with friends and supporters.

TV and online

Much like the rest of the tournament, the final will be broadcast on ESPN. If you don’t have a TV, you can go online on Watch ESPN.

  • The bar is generally known as a meeting place for Liverpool fans, as this English waterhole is also very popular for international matches.

The Churchill: 45 East 28th Street

  • Anglophiles will love this very British bar, which presents itself as the “home of English supporters”.

Italian bar

Ribalta: 48, 12th Street East

  • Ribalta has already been a major meeting place for Italian fans during the tournament, and the Lower Manhattan bar and restaurant will once again welcome fans for the final.

Other fun football bars in New York

Smithfield Hall NYC, 138 West 25th Street: When it comes to football bars, it’s hard not to start with Smithfield. The bar is called “the home of football in New York”, and it’s worth checking out for this tournament final.

Football Factory at Legends, 6 West 33rd Street: Lower Manhattan prides itself on creating a true game day experience with fantastic surroundings and 20 large screens that show over 100 football games every week.

Banter Williamsburg Public House, 132 Havemeyer Street: The Brooklyn Bar specializes in European football matches, and outdoor seating and viewing is also available in the football mecca.

O’Hanlons, 349 East 14th Street: The Irish sports bar in the East Village puts football first when it comes to audiences. With over 16 beers and draft beers, a fun environment, and employees who know their football, O’Hanlons is a great place to watch the Euro 2020 final.

The Astoria Tavern, 33-16 23rd Avenue: For those in Queens, there is no better place to watch a football game than the Irish pub Astoria Tavern. The local joint has the best happy hour in America and has enough big-screen TVs to make any sports fan happy.

11th Street Bar, 510 East 11th Street: The official home of the New York Liverpool Supporters Club, this East Village bar is absolutely great for soccer games. With plenty of drinks and a focus on whole property football, this is another great place to catch the Euro 2020 final.

Clinton Hall Bronx, 601 East 189th Street: For any football fan in the Bronx, Clinton Hall is a fun place to do just about anything, including catching a Euro 2020 game. The bar offers plenty of food and drink options, with some of the top rated burgers.

(CNN) – Melbourne residents spent 260 days in lockdown, but that ended this week. Residents celebrated the lifting of restrictions on October 21 by going to bars, hugging friends and dancing in the streets.

Whether that’s the same energy you’re taking this weekend, whether your plans involve taking the fall time, scrambling to find a Halloween costume that doesn’t involve “Squid Game”, or just enjoying yourself. do nothing.

Here’s all the pandemic travel news you may have missed this week.

1. Madagascar is the last destination to reopen to tourism

The African island nation has announced that it will slowly start welcoming return flights from Mauritius and Reunion on October 23 and then from Europe on November 6. Cruise ships can also return.

Travelers must show proof of a negative PCR test performed within 72 hours of boarding their flight and then take another test upon arrival. While awaiting the results of the second test, they are required to stay in an approved hotel and take a dedicated shuttle to their accommodation.

If they test negative, customers can travel freely within the country, but anyone who tests positive will have to spend up to 14 days self-isolating at their own expense.

Madagascar has the largest population of lemurs in the world, so head to some of the country’s beautiful national parks to spot these cute primates.

2. Australia’s state of Victoria gears up for a return to tourism

Victoria, home to the city of Melbourne, puts an end to local blockages now that authorities have reached their goal of fully vaccinating at least 70% of adults in the state against the coronavirus. Next step: reopen state borders and prepare for the resumption of international tourism.

“There will no longer be a cap on returning fully vaccinated Australians wishing to enter Victoria, and opening our borders to returning Victorians will reunite families and friends and boost our vaccinated economy,” the Prime Minister said Daniel Andrews in a statement.

The first priority will be Australian citizens, residents and their immediate family members from November 1. Fully vaccinated foreign nationals will be next, although there is no specific date yet.

Those who wish to take the Great Ocean Road and visit the UNESCO-listed Royal Exhibition Center can start dreaming of 2022.

3. The tourism advocacy of a city with a superhero has borne fruit

The actor said the #GetChristoCowra campaign “has warmed his heart” and has promised to visit the Australian city next year.

Elsewhere in Australia, the small town of Cowra in New South Wales has come up with an unconventional tourism campaign – they have asked actor Chris Hemsworth to come visit him.

Hemsworth, who is the celebrity ambassador for Australia’s National Tourism Department, shared the #GetChristoCowra viral ad on his Instagram and said he plans to stop after he finishes shooting a movie abroad.

“A great love to all the people of Cowra for this incredible campaign, it warmed my heart and made me smile!” he wrote.

4. There is a new name on airplanes in Italy

After the bankruptcy of the Italian national airline Alitalia, a new logo is visible in the skies of the country – meet ITA Airways.

The new carrier and its sleek blue planes debuted at a press conference in Rome.

“We were born as a new Italian brand and we have chosen to work only with Italian companies,” said the president of ITA during the inauguration.

However, not all is true to tradition. The airline is experimenting with an attractive new compensation structure where all employees will have a portion of their salary tied not only to company profits, but also to customer satisfaction.

5. CDC advised against visiting Singapore

The United States Centers for Disease Control and Prevention has added Singapore to its list of level four countries as its coronavirus cases have increased. Level 4 countries are considered high risk and Americans who travel there are advised to be fully immunized.

Singapore doesn’t seem to have the same feeling about the United States, however – it’s one of the countries whose residents can now enter the Asian city-state without quarantine, provided they can prove that ‘they are vaccinated.

While the Level 4 list may sound worrisome, this is only a suggestion and not a ban. Other popular travel destinations currently at the same level include Greece, Ireland, Switzerland and the United Kingdom.

Singapore Ministry of Health extended local restrictions until November 21 – this means employees are encouraged to work from home whenever possible and public gatherings are limited to two people.

6. A big plane takes care of a small project

Speaking of Singapore, the country’s flag carrier said it will fly some of the A380 superjumbo jets on short-haul flights between Singapore and Malaysia’s capital Kuala Lumpur.

The flight, which lasts around an hour, is now perhaps the shortest A380 route in the world.

The planes, which typically make much longer journeys like London-Singapore, are popular with aviation fans because of their spaciousness and relative calm on board.

Singapore Airlines chief of global public affairs Siva Govindasamy told CNN that some people specifically decide where to travel based on their ability to fly on one of these Airbus jets.

6. Thailand is preparing to open its borders

Many pairs of eyes are watching Thailand as the country moves towards its goal of reopening on November 1.

The Southeast Asian country has announced that fully vaccinated travelers from any of 46 countries and territories – including Australia, Canada, China, France, Japan, Singapore, UK – United and the United States – will be eligible to visit without quarantine.

These tourists must provide proof of an insurance policy covering the treatment of Covid-19 up to $ 50,000 and a negative PCR test carried out within 72 hours of departure.

Upon arrival, they will need to undergo a second PCR test and check in at a hotel accredited by the Thai Safety and Health Administration (SHA +) overnight to await their test results.

Two programs, the Phuket Sandbox and Samui Plus, kicked off over the summer as a test case of how reopening travel might work in Thailand.

7. Saudi Arabia unveils a new type of theme park

Move around, Disneyland and Peppa Pig World: Saudi Arabia is building an “extreme park” on an oil rig in the Persian Gulf. It will be called The platform.

Dubbed the “world’s first offshore oil rig-inspired tourist destination,†the attraction will feature roller coasters, bungee jumping and skydiving. There will also be three hotels and eleven restaurants spread over 150,000 square meters.

There is no opening date for the project, so don’t start packing right away.

“The Rig†is a pretty good name for an action movie, however. Just think of the potential for cross promotion.

8. China and Laos just improved their relationship

As part of China’s “Belt and Road Initiativeâ€, the 621-mile Kunming-Vientiane railway is expected to be fully operational by the end of 2021.

A new rail link China and Laos is almost finished. The route connects Vientiane, the capital of Laos, to the Chinese city of Kunming in Yunnan province.

Vientiane station opened this week and the rest of the line is expected to be completed by the end of the year.

This new railway project, which was funded and built by the Chinese government, is intended to move the Southeast Asian nation “from a landlocked country to a country tied to the land.”

Trains will be able to more easily carry passengers between the two countries, which in turn will likely improve tourism on both sides.

9. Canada will facilitate the presentation of proof of vaccination

Although each province has issued its own identifying information, Trudeau wants to make sure that every Canadian vaccinated will have something that will be easily recognized by the WHO, other countries, airlines and more.

The announcement precedes some of the world’s most stringent requirements for domestic travelers.

As of October 30, anyone over the age of 12 boarding a train or plane in Canada will need to show full proof of vaccination to travel.

Since streamlining the process may take some time, for the month of November only, people will be allowed to present a negative Covid-19 molecular test within 72 hours of travel as an alternative.

10. What happens when you test positive for Covid on vacation?

Many destinations require proof of a negative Covid test to enter – but what happens when you test positive after you arrive?

The answer will depend on the country you are in.

Even though many of these tourists had travel insurance, an entry-level plan was often not good enough to cover huge expenses like a medical evacuation.

The bottom line: Do your research, plan for the worst, and consider taking a home test yourself just in case.

CNN’s Julia Buckley, Karla Cripps, Tamara Hardingham-Gill, Paula Newton, Akanksha Sharma, Francesca Street and Hilary Whiteman contributed reporting.

It’s not very often that a notable new brand of e-bikes emerges from Amsterdam, the cycling capital of the world. The last time was when VanMoof launched the Electrified S in 2016. So it was with particular interest that I followed the launch of the Veloretti Ivy and Ace e-bikes which are in series production today. And I’m not the only one who expects their first electrical devices to start shipping to customers.

“We are quite overwhelmed by the interest in electric bikes. It’s crazy, â€says Ferry Zonder, founder of Veloretti, who brought me an Ace prototype to test last week.

While it might not sound, Veloretti is entirely Dutch, with an Italian twist for retro chic. I mean, just look at this Ivy step model above with whitewall tires and leatherette grips and saddle. Yet despite their vintage appearance, Veloretti’s e-bikes are as avant-garde as they get. Both feature a maintenance-free carbon belt drive, Enviolo stepless automatic shifter, quiet Bafang mid-drive motor (250W), hydraulic brakes, front lighting, and integrated rear, a small screen for step-by-step navigation and a 510Wh battery which simplifies charging after having exhausted its autonomy of 60 to 120KM.

They are also covered with torque, speed and cadence sensors, as well as Bluetooth, GPS and 3G and 4G radios. All of these technologies enable a host of advanced features such as live updates, remote problem diagnosis, accident detection and live tracking in the event of theft. Hell, it’s also certified for Apple Find My tracking just like Amsterdam rival VanMoof.

Famous, there are more bikes than people in Amsterdam.

Zonder, a fan of old Italian Velocifero mopeds (hence the company name), produced his first city bike in 2013. Since then, it has attracted an enthusiastic base of young city dwellers drawn to the mix of style, quality and service from Veloretti for cheaper bikes. € 400 (which is quite cheap for a brand new Dutch city bike). Veloretti’s direct-to-consumer model has allowed the company to grow rapidly. The company grew from 15 to 38 employees after deciding to get into e-bikes and now ships its city bikes to 27 countries.

My full review of Veloretti e-bikes will have to wait until I recover from a recent mountain biking injury. Which is good, actually, because that way I can test a real production bike. Veloretti also recently took internal control of its e-bike app, which will allow the company to better leverage all of this technology contained in the Ivy and Ace.

All Veloretti color options.
GIF: Velvet

What can I tell you during the initial inspection and second hand knowledge (my wife piloted the prototype, and she is testing the shadow all my e-bikes) is that the Ace prototype looks great with solid build quality, although I would prefer fewer exposed cables and more precise welds from the Portuguese factory where it’s built. And while the Bafang engine is really quiet, the Enviolo automatic shifter on the prototype can get a bit noisy. It also takes a bit of practice to prevent freewheeling on start up as my wife was not producing enough torque to force it to upshift at first. Zonder tells me that the Enviolo firmware is being changed and the app updated to give runners more control over torque thresholds and other details. Something I’ll test later in the review.

Electric Ivy and Ace will only be available in the Netherlands, Belgium and Germany this year in order to maintain strict quality control. “We don’t want to create risks in our supply chain and these markets that we know very well so that we can serve them well,†says Zonder. “We don’t want to ruin our reputation and the satisfaction of our customers. Zonder currently claims a failure rate of around 0.8% on its city bikes, well below the 10% rate VanMoof saw with the launch of the X3 and S3 last year. Veloretti will then expand sales of e-bikes to the Nordic countries and the UK.

In a maturing e-bike market, Veloretti has no room for error, not with its electric bikes currently listed at € 2,399, already € 100 more than the pre-order price of € 2,299 and 400 € more than a comparable price. VanMoof. But even that new, higher price is likely to rise, Zonder tells me. This is due to the limited availability of parts, especially microchips that e-bike and electric vehicle manufacturers are desperate to secure. The current price inclusive of tax translates to around $ 2,850 if Veloretti’s e-bikes were sold in the United States, but that probably won’t happen until 2023 at the earliest, Zonder says.

Zonder says the company is targeting sales of around 8,000 e-bikes this year, before increasing to 25,000 in 2022. That’s a big leap for a company that has never taken outside funding and is fueling its expansion into e-bikes only because of the company’s profits (sales increased 300% last year). Although Zonder tells me he appreciates the autonomy that comes with self-financing, without external investment, it will be difficult to compete with the great Dutch cycling powers like Stella, Gazelle and Accell Group, and startups like Cowboy, VanMoof and RadPower who took heaps of capital to profit from the surge in interest in e-bikes.

But let’s not anticipate on ourselves. I’ll be back with a full review of a Veloretti production as soon as I can. But if you can’t wait, know that respected Dutch e-bike critic David Lemereis claims the Ace prototype is one of the three best e-city bikes he’s ever ridden, which is truly praise.

[ad_1]

It’s that time of year again. October is upon us. So to celebrate, we at Full Circle Cinema have put together another month-long curated series with Screen Screams. This year, we’ll be checking our clocks as we eagerly await the forbidden fun we call “the midnight movieâ€. And with the Midnight Movies comes a variety of projects that are perhaps too specialized for the masses. A basic element of midnight film screenings is the “double feature”. With this review we will cover Blood for Dracula and Chair for Frankenstein, two transgressive and eccentric horror films by Paul Morrissey and Andy Warhol.

Paul Morrissey & Andy Warhol

Although both came from different backgrounds and ideologies, they had achieved great artistic merit during their respective careers. Morrissey, a political conservative, grew up in the Catholic faith and had served in the United States military. During this time, Warhol developed a career in influential and controversial art and was seen as primarily apolitical. Neither should have worked as best he could. Despite these differences, the two individuals managed to create a successful marriage of ideas and creativity. Morrissey used bold, avant-garde direction, and Warhol used his transgressive art style. Together we have achieved two of the most distinct interpretations of Dracula and Frankenstein.

Chair for Frankenstein

In Chair for Frankenstein, we follow a man driven by his own desire for power. Baron von Frankenstein and his assistant Otto seek to create perfect individuals who will follow all of the Baron’s orders. His idea would be to create a man and a woman. He believes he has succeeded with his feminine creation. But, his male creation is a dismal failure because he doesn’t have a strong libido.

He discovers two men leaving a nearby brothel and lures them both to his castle. One, a farm worker named Nicholas, and the other being Nicholas’ sexually repressed friend. Nicholas’ friend is captured and is used to replace Baron’s head of male creation. The baron would however be that this sexual repression would correct his problem with the sexual libido of the male creation. Meanwhile, Nicholas is tricked into feeding Baron’s (and sister’s) wife Katrin’s sexual appetite.

READ: Screen Screams: Review of “Outer Space Plan 9”

After Nicholas discovers his friend’s head on the body of another individual, he begins to investigate in which he learns of the Baron’s plan to create the perfect individual. Nicholas is betrayed by Katrin and is bound to the ceiling by his wrists. While all of this is going on, Baron is unhappy with the still low libido of male creation. The Baron decides that he will use Nicholas as a means to repair the libido of the male creation.

After all of this, a sequence of unfortunate events begins in which everyone begins to die one by one. The male creation kills Katrin, Otto accidentally kills the female creation, the baron kills Otto, the male creation kills the baron and the male creation kills itself. While Nicholas is tied to the ceiling. The final shot being the children of the Baron and Katrin entering the lab and examining the scalpel. Let the viewer decide if the children would free Nicholas or if they would continue the work of their parents.

Blood for Dracula

Morrissey

In Blood for Dracula, Count Dracula is ill and near death. In order to overcome sickness and death, he must consume the blood of a virgin. Dracula travels from Transylvania to Italy in a more religious region, believing that his accessibility to virgins will be higher. Upon his arrival, Dracula meets an Italian landowner named Il Marchese di Fiore (Vittorio de Sica [yes, the one that made Bicycle Thieves]) who would offer one of his daughters in marriage.

di Fiore has four daughters, the youngest and the eldest being both virgins and the youngest two not being virgins. Dracula is assured that the four daughters are virgins, although two of them are not virgins. The estate handyman, Mario (Joe Dallesandro), is said to have frequent sex with the two non-virgin girls. In response, Dracula attempts to drink the blood of the two who were not virgins as they were the friendliest of the four girls. The blood would eventually make Dracula even weaker. However, the two girls would eventually become Dracula’s telepathic slaves.

After learning of Dracula’s plan, Mario attempts to thwart any attempt to get him to drink the blood of the other two sisters. di Fiore leaves town to pay his debts, leaving the estate to Mario, the daughters and Dracula. Dracula successfully drinks the blood of the eldest daughter. But, Mario comes and proceeds to dismember Dracula with an ax.

Legacy of permissiveness

Although the two films come from two different sources, there is a notion that Morrissey seeks to communicate. “Permissiveness” and how societal changes affect us. Both films are outrageous and have a darker take on these characters. The dismemberment, gore, and sex as the central focus of both films are by design. Morrissey and Warhol understand how much society has changed since their youth and have pushed the boundaries with these films.

As society increasingly accepts things previously considered inappropriate, our tolerance changes. Something that might have repelled you a year ago could be tamed today. Blood for Dracula and Chair for Frankenstein create a modern reflection of what is “acceptable” and what is not. The two original novels did not contain the same level of gratuitous violence, sex, or just excess in general. But – one way or another – the inclusion of these ideas makes for a mind-blowing cinematic experience. An experience that does not tarnish the image of the original material while creating its own sense of identity.

READ: Screen Screams: ‘The Lure’ review

Due to the graphic display, the MPAA gave both films an “X” rating. In both films, there were no reservations about graphic nudity, sexual encounters, or blood and gore. To a point where if these movies were to come out today, there would always be some setback. Morrissey and Warhol both knew what they were doing and created one of the most wacky horror adaptations of all time.

Gothic horror inspired both films, but the retention of these Gothic ideas is not present. And if you’re looking for a riskier version of these stories, this is the way to go. Otherwise, these movies might not be for you. But that’s not necessarily a bad thing. The basis on which the original novels were exhibited is still there, and the boundaries broken by those films are important to filmmaking in a holistic way.

In the end, if no movie for you, I would totally understand. Both films are vulgar and do not hold back. However, neither of the two movies get boring in any way. Each will lock you in, from start to finish, with a sense of curiosity. Even if you are a fan of the original source material, Blood for Dracula and Chair for Frankenstein act as a great addition to their original material and create something totally new and beautiful. As for the midnight viewings, this is absolutely essential. – Jacob Mauceri

Blood for Dracula is available in 4K UHD / Blu-Ray with Severin Films. Chair for Frankenstein is available for pre-order on 4K UHD / Blu-Ray with Vinegar Syndrome.

[ad_1]

A senior Biden administration official told POLITICO the measure included exemptions and the Biden administration had not decided how it would ask its financial aid organizations like the US Export-Import Bank, the International Development Finance Corp. and Millennium Challenge Corp. to implement. this.

The degree of stringency of the oil and gas exclusions is potentially important to Ex-Im, which has approved $ 5 billion in fossil fuel funding over the past two years, environmental group Friends of the Earth said in a statement. communicated.

“While this is welcome progress, countries, especially the United States, must stick to these commitments firmly, turning off the taps to fossil fuel companies like [Mexico’s] Pemex and Exxon, â€said Kate DeAngelis, Director of the Friends of the Earth International Financial Program. She also called on “laggards like Japan and Korea” to join the new pledge.

Senior administration official Biden said each country will determine the exceptions to the oil and gas portion differently. This could create significant differences between countries in how they handle oil and gas investments, although the official added that the burden of proof for exemptions would be strict.

In a statement, a State Department spokesman said the US government was working to “refine our implementation plan on the international energy commitment” and that “no one should doubt the direction in which we are moving towards a clean energy future â€.

“That said,†he added, “as reflected in today’s statement, the Biden administration recognizes that limited exemptions will be needed – for example, in cases where there are implications for national security or serious problems of access to energy. Such exemptions will be part of the responsible approach of the Administration to accelerate the energy transition. “

This implementation seemed to be at the heart of the US concerns about joining the agreement. British officials, who organized the push, were unsure whether the United States would sign the declaration even on Wednesday. Asked by POLITICO earlier this week about the pending announcement, Special Climate Envoy John Kerry had said he was not sure.

The United States was not the only country that was still considering its position shortly before its announcement. Italy agreed to join the alliance so late that it was omitted from official British government documents that were sent to the press.

Luca Bergamaschi, co-founder of Italian think tank Ecco, said that for Italy, one of Europe’s largest public financiers of oil and gas projects, especially in Africa, the decision represented a significant change. “This sends a strong signal of the need to shift Italian foreign policy and cooperation from fossil fuels, including gas, to clean energy,” he said.

The pledge also left out China, whose President Xi Jinping refused to attend COP26 and used its “Belt and Road Initiative” to fund tens of billions of dollars in oil and gas investments outside. of its borders.

Yet the pact, which also included Canada, Denmark and the European Investment Bank, would displace the flow of public money from signatories and redirect $ 8 billion a year to clean energy spending through finance. public and private.

“The United States and the other signatories are finally doing what makes sense in a climate emergency and recognizing the need to stop adding fuel to the fire. Shifting funding from dirty oil and gas to truly clean energy is the only way to avoid the worst impacts of the climate crisis, â€said Collin Rees, US program manager at Oil Change International, in a statement.

Administration official Biden said the deal was similar to directives the Treasury Department had issued to voting representatives of multilateral development banks, such as the World Bank. It has also created some exemptions for financing oil and gas infrastructure, such as in countries where there are no other viable alternatives.

At the same time, the Biden administration has yet to complete climate guidelines for external funding agencies like the Export-Import Bank, the official noted.

Ex-Im operates with some independence and does not yet have all of his vacancies filled. The Senate Banking Committee on Wednesday approved three candidates for the Ex-Im, including Judith Pryor, the choice of President Joe Biden for the post of vice-president of the Ex-Im. Environmental groups have opposed her, saying she too readily endorses financing fossil fuels.

Jake Schmidt, senior strategic director for international climate at the US-based Natural Resources Defense Council, said in a statement Wednesday’s announcement was a “strong signal for clean energy,” but added: ” President Biden must ensure that the entire federal government is aligned with this important climate protection initiative.

And he said it would be essential for the United States to limit the leeway it has created for itself to allow fossil fuel financing under exemptions for development and national security issues.

It means “make sure you do an alternative analysis that is genuinely credible, and then make sure you actually push renewables as the first option,” he said. “This means that it is not renewables that have to prove that they are better than fossil fuels, but that fossil fuels have to prove that they are better than renewables.”
